The 2026 Signage Shake-up: Is Your Storefront Ready for the World Cup Blitz?

If you operate a business in Metro Vancouver, your storefront is about to face its biggest regulatory test in a decade. With the FIFA World Cup 2026 arriving this summer and municipalities like New Westminster tightening enforcement, the “standard rules” for your signage are changing.4

From 24-hour graffiti removal mandates to new seismic engineering requirements, here is your roadmap to staying compliant in 2026.

1. The “FIFA World Cup 2026” Temporary Bylaw

To meet hosting obligations, the City of Vancouver has approved the FIFA World Cup 2026 By-law (FWC26), which temporarily adjusts enforcement from May 13 to July 20, 2026.

The 24-Hour Graffiti Rule: Under the new temporary amendments, the City can order property owners to remove graffiti within 24 hours. If you fail to comply, the City is authorized to enter your property, remove the graffiti, and bill you for the costs—plus a fine of up to $1,000.5

Zero Tolerance for “Ambush Marketing”: Any unauthorized signage near “Controlled Zones” (a 2km radius around BC Place and 100m around the PNE) that implies an official link to FIFA will be removed immediately. You can view the official branding restrictions in the Community Activation Guide.

2. Our Solution: The “Anti-Graffiti Shield”

With the 24-hour removal window, standard cleaning methods are no longer fast enough. We are now offering a high-performance Anti-Graffiti Film as a “sacrificial shield” for your storefront.

Wipe-and-Go Compliance: 99% of spray paint and permanent marker can be wiped off with simple soap and water. This allows you to meet the City’s strict 2026 deadlines in minutes.

Total Glass Protection: Unlike liquid coatings, this heavy-duty film protects glass from acid etching and scratching—vandalism that would otherwise require a full window replacement.

Cost-Effective Recovery: If the damage is severe, we simply peel off the damaged film and apply a fresh layer. It is the most affordable “insurance policy” against 2026 vandalism fines.

3. New Westminster’s 20% Window Rule

Starting April 2026, New Westminster will begin an active enforcement blitz on window signage to improve street-level vibrancy.

The 20% Limit: Total signage and decals must cover 20% or less of the total area of your windows or glass doors.

The Visibility Mandate: Windows must remain clear so that the interior of the business is visible from the sidewalk.

Daily Fines: Non-compliance can result in fines of $250 per day.

4. Vancouver Building By-law (VBBL 2025) Updates

The Vancouver Building By-law 2025 introduced new structural requirements that become even more strictly enforced this year.

Seismic Deadline: After September 15, 2026, all new sign permits must meet significantly higher seismic and structural engineering standards.

The “Grandfather” Window: Submitting your sign application before this September deadline can save you thousands in specialized engineering fees required under the newer code.
